Most point release distributions will allow upgrading in-place without a full reinstall and I have never had data loss due to an upgrade, most point upgrades are well tested, but it is possible.

Does reinstallation risk losing data and application configuration data? As an example, suppose I’ve been using a point release distro like Linux Mint for three years, and then the next version comes out and I want to upgrade. Can I upgrade and continue working as I did the day before the upgrade, or will the upgrade require me to do a few days of restoring data and application settings?
